In this December 8, 2021 article republished by The Philippine Daily Inquirer, Agence France-Presse reports on the recent statements by Michelle Bachelet, UN High Commissioner for Human Rights.

Speaking to a Human Rights Council seminar via video message, Bachelet said: “…vaccine mandates must comply with the principles of legality, necessity, proportionality, and non-discrimination…In no circumstances should people be forcibly administered a vaccine”.

Bachelet adds that though some rights and liberties could be restricted, forced injections are never acceptable, “even if a person’s refusal to comply with a mandatory vaccination policy may entail other legal consequences, including, for example, appropriate fines”. Furthermore, she said, “Where penalties are imposed, they should be proportionate and subject to review by judicial authorities”.

She says that there must be procedural safeguards such as the right to seek exemption and the right to appeal any form of penalty before a fair and independent authority”.

Editor’s Note: Bachelet’s message is clear: It is never acceptable to forcibly administer a vaccine to people. And even if the vaccines are being employed by governments in the guise of “public health”, governments and health authorities have the burden of proof to succinctly prove that there are no other means to deal with the “health crisis”, and that the vaccine they want to mandate is “sufficiently safe and effective”. It is not our responsibility to prove that these COVID injections are NOT “safe and effective”, rather, it is the government’s moral and legal accountability to ensure that trust in these medical devices is not misplaced. Moreover, vaccine mandates disregard the governments’ responsibility to safeguard its citizens’ wellbeing, life, and liberty. Consider this: no other person will be forced to deal with severe adverse events except the vaccine recipient. If this is the case, then it is important that people thoroughly consider the pros and cons of vaccination. By mandating vaccines, governments are essentially signaling that people do not have the right to make the decision for themselves, and hence, the accountability should be transferred back to the governments. But this is not what we are seeing. As it is, vaccine manufacturers, governments, and even vaccinators all have immunity against suit.

To add insult to injury, a vaccine-injured individual must prove that indeed, it is the vaccines that have caused the side effect they have experienced, in order for them to receive a mere PHP 100,000 as compensation. This amount is not even enough to pay for hospitalization, nor can it substitute for a lifetime of a household’s basic needs in case of permanent disability or death!

The Philippine government’s inability to find the connection between vaccination and side effects is a signal that either they are covering up for the vaccine injuries, or they are not doing a good job at monitoring and evaluation.

Regardless, the European Medicines Agency (EMA) and the US Food and Drug Administration (FDA), and several countries have already accepted that the COVID vaccines have some serious side effects [See links above. Some deaths have already been proven to be connected to vaccination [see Autopsy confirms Michigan woman died from blood clots due to vaccine, It’s official: BBC presenter Lisa Shaw died of COVID vaccine complications]. The Philippine government cannot claim that the country is exempt from these side effects.

And by virtue of Bachelet’s pronouncements above, the Philippine government must provide people the right to seek exemption and the right to appeal any penalty that the government wants to impose on the unvaccinated Filipinos. Without these procedural guarantees, a broad policy such as Resolution 148-B of Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF – EID) is overreaching its powers and is in violation of constitutionally protected rights of citizens.
