Educators in Exodus: The Philippines Faces a Teacher Crisis

The Department of Education (DepEd) in the Philippines is alarmed by the increasing number of public school teachers seeking job opportunities abroad, prompting the establishment of a new Cabinet cluster on education.

Education Secretary Juan Edgardo Angara highlighted the urgency of addressing deep-seated issues within the education sector, noting that many teachers are leaving for destinations beyond the United States, often under the guise of study tours that lead to permanent relocation. With an annual teacher shortage projected to require 25,000 new hires by 2028, the newly formed cluster aims to foster collaboration among various educational agencies to tackle these challenges and improve the overall education system, as well as combat bullying and student loneliness.

Editor’s Note: The alarming trend of teachers leaving the Philippines for better opportunities abroad poses a significant threat to the country’s educational system, which is already struggling with low rankings in international assessments like PISA. The loss of experienced educators exacerbates the existing teacher shortage and diminishes the quality of education students receive. New teachers often lack the training and experience to engage and inspire learners effectively. This brain drain could lead to a generation of students inadequately prepared for a challenging adult life. Furthermore, the systemic issues driving this exodus—such as inadequate salaries, poor working conditions, and a lack of support—reflect deeper societal values prioritizing economic gain over educational investment. If left unaddressed, this trend could have long-term implications for national development.
