At 8:43 pm today, after 5 hours and 39 minutes of plenary activity, the Senate closed its 2nd Regular Session of the 19th Congress without passing SB1869 into law. The alignment provisions to WHO contained in SB1869 also did not materialize. See Briefing Paper No. 1 for details of this proposed alignment.
In a recent article, Nicanor Perlas of Covid Call to Humanity predicted that SB1869 would not be enacted into law. He also pointed out that there is internal dissent within the Senate regarding the passage of this law.
“This is a huge victory for all Filipinos who have continually opposed the passage of SB1869, Perlas said. From internal sources”, Perlas said. “SB1869 has been one of the most controversial and opposed bills in the 19th Congress”, Perlas continued.
The future of the bill remains undetermined. Under the Senate Laws, if a bill is not passed by the end of the 2nd Regular Session, the bill can no longer be automatically carried on as part of the business of the 3rd Regular Session. The Senate will have to craft a new version of the bill when they meet for the 3rd Regular Session of the 19th Congress when the Senate convenes again on July 22, 2024.1
