The Commission on Audit (COA) claimed that the Philippines’ COVID-19 National Vaccination Program (2021-2022) saw significant vaccine waste, with 68 million out of 251 million doses destroyed, surpassing international limits. The main reasons were expiration due to short shelf life, slow vaccination distribution, and delayed arrivals. Donations accounted for more than half of the wasted dosages, with the national government, local government units, and private organizations all contributing to the losses. The COA found that operational issues accounted for 14.78% of the waste.

Editor’s Note: Given that P74.68 million was allotted for the “vaccine” initiative, there are serious issues regarding inadequate planning, inefficient distribution, and a preference for quantity above genuine demand. The significant wastage rate, mostly owing to expiration, indicates not only logistical difficulties but also a potential shift in public sentiment—people may no longer perceive frequent boosters as necessary, especially as COVID-19 intensity declines. The refusal of LGUs to accept vaccines with short shelf lives highlights the mismatch between supply and real-world demand. More importantly, this represents a rising dissatisfaction with mass vaccination strategies, in which government mandates and large-scale spending failed to provide effective public health outcomes.
